6. All regulations made under this section shall be published bave the force in the Government Gazette, and when so published shall have the force of law, and any person offending against any such regulation shall, on conviction, by two Stipendiary Magistrates sitting together, be liable to a penalty not exceeding two thousand dollars, or to be imprisoned with or without hard labour for any period not exceeding twelve months, or at the discretion of the court, to both penalty and imprisonment as aforesaid.
